China's Fashion Week kicked off in Beijing on Tuesday. This late autumn to mid-winter lineup looks pretty icy cold. Yuan Bing's "Geometric Ice Crystals" line is made for the cold and snowy days of winter. But his work is starting to get a little tinge of green in it. Bing is combining high fashion with concern for the environment. He says he takes into account the resources that are used to make his fabrics. [Yuan Bing, Chinese Fashion Designer] "We made the clothes with few denim fabric because jeans need a large amount of dye and washing water, which pollute the environment. We took environmental protection into consideration while choosing the fabrics. Yuan makes another statement as he rides his bicycle out on the runway. In a city that has become famous for its smog, Yuan wants the fashion world to know that two wheels are better than four. China's fashion week in Beijing started on Sunday and will run till March 30th. China is the world leader in facial recognition technology. Discover how the country is using it to develop a vast hyper-surveillance system able to monitor and target its ethnic minorities, including the Muslim Uighur population. Click here to subscribe to The Economist on YouTube: https://econ.st/2xvTKdy Improving lives, increasing connectivity across the world, that's the great promise offered by data-driven technology - but in China it also promises greater state control and abuse of power. This is the next groundbreaking development in data-driven technology, facial recognition. And in China you can already withdraw cash, check in at airports, and pay for goods using just your face. The country is the world's leader in the use of this emerging technology, and China's many artificial intelligence startups are determined to keep it that way in the future. Companies like Yitu. Yitu is creating the building blocks for a smart city of the future, where facial recognition is part of everyday life. This could even extend to detecting what people are thinking. But the Chinese government has plans to use this new biometric technology to cement its authoritarian rule. The country has ambitious plans to develop a vast national surveillance system based on facial recognition. It'll be used to monitor it's 1.4 billion citizens in unprecedented ways. With the capability of tracking everything from their emotions to their sexuality. The primary means will be a vast network of CCTV cameras. 170 million are already in place and an estimated 400 million new ones will be installed over the next three years. The authorities insist this program will allow them to improve security for citizens, and if you have nothing to hide you have nothing to fear. But not everyone is convinced. Hong Zhenkuai is a former magazine editor who was ousted by the government. He feels like he's under constant surveillance. Already the authorities are using facial recognition to name and shame citizens, even for minor offenses like jaywalking. In Beijing they're using the technology to prevent people stealing rolls of loo paper from public toilets, and across China police officers are now trialing sunglasses and body cameras loaded with facial and gesture recognition technology - it's helping them to identify wanted suspects in real-time. What worries some people here is that as the technology develops, so too does the capacity for it to be abused. Some of those most at risk in this hyper surveillance future are the ethnic minorities in China. In Xinjiang province, the Chinese government is wary of the separatist threat posed by the Muslim Uighur population. According to local NGOs, an estimated 1 million Uighurs are being detained indefinitely in secretive internment camps, where some are being subject to abuse. It's been called the largest mass incarceration of a minority population in the world today. The authorities are using facial recognition cameras to scan people's faces before they enter markets. The system alerts authorities if targeted individuals stray 300 meters beyond their home. In the future the government plans to aggregate even more data and build a predictive policing program that imposes even tighter controls here. Without checks and balances, China will keep finding new ways to violate the human rights of its citizens. What's already happening in Xinjiang is a warning the rest of the world must heed. They think Americans are sad and miserable, but not only that, they also believe they’re stupid and inhumane for refusing to provide food to the millions of North Koreans who are starving. There’s a reason why the food aid was pulled, but you’ll have to watch our video to find out. If you thought those terms used to describe Americans were bad, North Koreans also describe those in the Western country as cannibals, foxes who are spying on their country, and evil imperialist who are obsessed with fighting. China's Central Academy of Fine Arts showcased more than one hundred new designs from 13 especially chosen graduates. Despite the recent downturn of China's textile and clothes export industry, budding designer Zhang Yani is staying positive. "I'd rather like to create my own brand, so I don't feel the impact of the financial crisis," said Yani. The China Daily reported that China's commerce ministry has said textile export growth is poised to slow down further this year. The growth rate in China's textile exports will continue decreasing this year and there will be no "big increases" in exports to the US and the EU markets although quota restrictions on exports to the two markets have been eliminated from the beginning of this year, quoting the ministry's statement on its website, said China Daily. Statistics from the General Administration of Customs showed that textile exports totalled $185.17 billion in 2008, up only 8.2 percent from a year earlier. Click for more: http://ww2.kqed.org/artschool/ Oakland high school student Zachary Fernandez made it to the finals on the first season of Project Runway Junior, then headed straight back to Oakland School of the Arts to continue his education as a designer. His newest collection, Kathmandu, was inspired by recovery efforts in Nepal after the devastating 2015 earthquake. Art School followed Fernandez's process as he sketched, sourced fabric, and designed his new project, revealed at a culminating fashion show in spring 2016. Hi, my name is Zachary Fernandez and I'm currently a fashion student. So I am starting my Kathmandu 2016 collection. My collection's gonna be debuting at my school fashion show, and so I have little under seven weeks to get this all put together. So our school assignment was to pick a city that we wanted to be inspired by for this collection. I ended with Kathmandu, Nepal, all of the trouble that they went through last year was really inspiring and I was able to take those ideas of imbalance and the destruction of culture and apply that to this new collection. These are the pieces that I ended up designing. They're ever-changing and they kind of just are always in flux. My sketching process involves a lot of images, a lot of mixed medias, I like to do collages, watercolors, acrylic paste, it's a real reflection of what my mind looks like. Here you have the final sketches that I've done. The sketching process for me is really a major step between just ideas and kind of this fantasy world that I've created in my mind to really functional wearable pieces. Fabric sourcing is one of my favorite things to do. It's really like a group activity, like meet a couple of friends, we'll just go, we'll explore the city, we'll get inspiration. So I'm looking for like a very pale blue that's almost like very silverish, and then I'm gonna be looking for a very deep, rust orange color. Okay, so I need to find this, but more grayish blue. The fabric store is one of those places that you go in with one idea and one concept and one thought, and you come out with like 500 more. This is it. - This is it! - This is it. - [Girl] Dude! - Hey! Yes! So I spend the majority of my time draping and it's definitely a part that will make or break a piece. I take a piece of muslin, which is just a really basic blend fabric, and I started sculpting it to the dress form. And then those mock-ups that I make of the dress form are then fitted to the model, and sometimes I try them on a model, I'm like, this is hideous, I don't know why, it just overpowers her or something happens and that leads to even better ideas and even more just, creativeness. When you design while you create, I just think it takes so much longer and you like pressure yourself so much more. So, my design mind is turned off. And it's just about sewing, and sewing, and sewing, and sewing, and sewing. So after I finish draping, I take a part of that mockup and I totally seam rip it and I re-pattern it, and then I cut out of my real fabric. It's always really nerve-wracking 'cause a lot of times the fabric's all that you have, either the budget doesn't allow for you to get more fabric, or there's simply not anymore left. It has this like box-like structure in it. The box is actually lined with horse-hair so that it can kind of take the shape and that's why I'm kind of trying to like manipulate it right now 'cause it just takes on whatever shape you really need it to. The show, oh the show. Six days, and I'm still cutting up fabric like, I don't think that's normal. There's always going to be that last minute hurry up and finish like state of being. I have a picture in my mind about how this is supposed to go, but who knows if it actually go that way. I think that there can be a lot of different ways to read the look. Obviously you look for like the main things like color, silhouette, is this an evening piece, is this a day piece and you just kind of put the garment and choose certain categories and that really helps people read fashion out, by the time the piece is on the runway I'm already thinking about a whole new collection and I'm really thinking something totally different, but it doesn't really hit me that these people, for them it's the first time that they've seen this. I've spent months and months planning and sketching and putting it together. If I see all these different things in these pieces, but no one else does, then it's kind of sad, but then it's also part of what makes fashion art, is because people see it in so many different ways. We are in my home, studio, bedroom combination in Berkeley, California. I have this look from Project Runway Junior, which was the first episode, and this look for my most recent collection. They really mean a lot to me 'cause they show how much progress I've made within the last four, five months.

Sponsored by the Chinese Garment Association and the China Fashion Designers' Association, the event boasts 25 Chinese and Hong Kong designers, as well as foreign designers from Italy, France, Japan and Singapore. China's textile industry will get a big boost when the country enters the World Trade Organization and it is hoped the fashion week will work in tandem to promote Chinese fashion design. While China is still officially a "communist" country, the regime has over the last 20 years allowed considerable reform and liberalisation. Many cities have been allowed to trade with the rest of the world on market principles, which has also led to an end to cultural isolation for some. Consequently, many Chinese people are now not only dressing better, but have a highly developed appreciation and understanding of the global fashion scene. This week's "China Doll" event is presented by an ambitious Hong Kong fashion designer, Peter Lau. He is hoping to develop an original collection which blends modern Chinese culture and contemporary style in a way that will interest buyers abroad as well as those in China. He says his China Doll collection is symbol of the rebellion of young, energetic students. His designs reflect the thinking of students today -- self-aware and conscious of their style of living, of society, and of the world and politics. Lau says young people are wise and have minds of their own. The theme "We Don't Need No Education," questions current methods of education in much of the world, and Lau's designs are aimed at making people look again at the purpose and practice of education. Conspiracy theories are nothing new, but in the age of the internet, they spread like “chemtrails” in the wind. The theory that the world is flat, for example, gained so much popularity online that this year 500 people gathered for the first ever International Flat Earth Conference. The belief that the world is flat has kind of been around forever, but it picked up steam in 2015 with a rash of online communities, YouTube videos, podcasts, and even songs preaching the gospel. At some point, Kyrie Irving of the Boston Celtics started talking about it too, which really seemed to blow the lid off the heliocentric model. So, the time was right for the Flat Earth International Conference, the first of its kind, held at the beginning of November outside of Raleigh, NC. Sold out since May, the conference brought together hundreds of people who had before only really interacted online. It was an opportunity for believers to network, share research, meet thought leaders, find a flat-earth compatible mate, show off various NASA parody t-shirts, and talk shit about Neil deGrasse Tyson. A new report out this week by the National Safety Council finds Americans are now more likely to die from an opioid overdose than in a car crash. It is a sobering statistic due in part to the rise of the illicit drug fentanyl, a synthetic opioid 100 times strongerthan morphine. In fact, fentanyl now surpasses heroin as the number one cause of opioid related deaths and was linked to nearly 29 percent of all overdose deaths in 2016. So where is it coming from? Most of it is produced in China, according to US officials, where Chinese authorities have a hard time regulating the thousands of chemical facilities operating both legally and illegally in the country. The drug comes into the US via a drug pipeline operated by Mexican cartels or shipped directly from China. As law enforcement officials struggle to keep the drugs off the streets, researchers have created a controversial tool to prevent overdose deaths: fentanyl test strips. The strips allow people who use street drugs to test whether or not their drugs contain fentanyl. The thinking goes that, if the drugs test positive, a user might choose to use less, or perhaps even not at all. Critics of the test strips, though, say using them creates a false sense of security and could encourage people to seek out drugs that contain fentanyl in an attempt to achieve a more potent high. Interview Frank-Jurgen Richter Chairman of Horasis, the Global Visions Community One big advantage you have in China is the long-term approach. In Europe, we have elections every four years and sometimes, you know, a new government comes in, some changes might be announced and in the second year slowly changes are happening, in the third year, we already think about next election. In the fourth year, everything is, kind of, you know, being stopped because next election is coming in. So I prefer actually the long-term approach in the Chinese fashion. It’s good to have a strong party in power. We can have this long-term approach and maybe we are too short term oriented back in Europe and back in US. It’s actually so-called Anglo-Saxon approach. It’s arms-length decision making, but the only thing about shareholder value and short-term returns. In China, we got the principle of long-term return and giving back to society. And I think the Chinese government is embracing this principle. Interview Martin Jacques Senior Fellow, Department of Politics and International Studies; Well-known Author, Cambridge University I mean I think one of the most interesting things about Chinese Communist Party historically was after Mao died, because the country was in trouble and what happened was that De Xiaoping, as he emerges as a new leader, really made a big shift in the outlook philosophy. Now, if I look around the world, it’s very unusual to see political organizations, political parties making that kind of shift, because they get, they become captured by their own prejudices and values. And it’s very difficult for them to start thinking in different ways. To make that kind of shift, it requires a lot of courage, and it requires a lot of confidence. And I think that what that shift showed was, it was an organization with deep roots in Chinese society, because you’ve got to basically rejected a lot of, the kind of ideology you’ve had. You’ve got a reach out to the people in a different kind of way. So I think that example shows you that unlike, for example, the Soviet communist party, which I think didn’t have deep roots in society, didn’t in Russian society. The Chinese communist party does have that. Interview Jorge Heine Ambassador of Chile to China In the course of short interview like this, I cannot possibly go into the many reasons that have been put forth for this success. But in my modest opinion of the two years being here, I would identify two factors that have been particularly important in this regard. And one of them is to strike an adequate balance between the role of the market, the role of supply and demand on one hand and the role of public policy, the role of government on the other. It’s a very fine equilibrium. Many countries go either to one extreme to let the market do as pieces or to have the state being extremely proactive. It seems to me that what China has done is to find a nice balance between these two elements. The other factor that I’ve been able to ascertain in my travels around China. I visited about twenty provinces in these two years that I have been here. My goal is to visit all 32 by the time. My time is up. And this incremental, experimental approach to public policy that is to try out something first in a province or in a city and then expand this to the rest of the country. So in such a way, you avoid the mistakes of launching policies that may rebound for failure. And if you launch them nationwide, it would be real disaster. But if you try them out in some place, say, is the opening was tried out in Shenzhen in the early eighties. Then if it works out, you can expand it to other places. The expression if I’m not mistaken from Mr. Deng Xiaoping is to cross the river while feeling the stones.
